Water can move through those spaces, while the interlocking crushed rock gives the course stability under load. It is not intended to create a compacted travel finish.
Idaho ground varies from freely draining alluvial gravel in the Treasure Valley to moisture-holding loess in the Palouse and clay in the Panhandle. Check the ground at the job before planning the aggregate course. For access areas, place #4 Crushed Stone under the traveled material, not as the final driving surface, so its open structure can do the drainage work.
